Marino Cinquepalmi

Permanent Way Design Engineer / Track Specialist

Freelance engineer registered with the Order of Engineers of the Province of Bari, I have been working since 2009 in the design of permanent way and railway superstructure, within multidisciplinary railway projects and contracts.

Throughout my career, I have held the roles of Project Manager and Works Director on railway projects and public procurement contracts.

My consolidated expertise has also led me to carry out design review and verification of railway projects on behalf of internationally recognized certification bodies.

I hold the certification of CSM Rail Technical Expert under Regulation (EU) N. 402/2013 on the Common Safety Method (CSM) for Risk Evaluation and Assessment.

I hold the Level 1 and Level 2 certification as Inspector of Bridges, Viaducts and Footbridges.

I served as Head of the Technical Organizational Unit – Line Management at Apulia-Lucania Regional Railway Network (2023–2024).

I served as Italian Railway Engineers College (CIFI) delegate for the Bari branch during the four-year term 2020–2023.

Experience

2024 — Present

Independent Verifier – Track and Permanent Way

Independent verification of detailed design for railway, metro and tramway projects. Key projects include tunnel safety upgrading for EAV (Volturno Independent Authority) and inspection of eight Apulian intermodal hubs for South-East Railways.

2019 — Present

Independent Verifier – Track and Permanent Way

Verification of detailed, definitive and feasibility design for major rail infrastructure across Italy, including Genova Metro extensions, Catania Metro-Airport, Malpensa RAILINK, Naples's port railway and Milan branch network.

2023 — 2024

Head of Technical Organizational Unit

Management of technical structures and resources for the Apulia-Lucania regional railway network (Bari-Altamura-Matera-Potenza). Planning, monitoring and resolution of complex infrastructure issues.

2017 — 2020

Project Manager – Railway Infrastructure

Management of multidisciplinary detailed design for the Taranto Logistics Platform connection. Coordination of all engineering disciplines across the full project lifecycle.

2014 — 2019

Project Manager – Railway Track Works

Full project management lifecycle for railway track works: planning, resource assessment, team coordination, site inspections, cost/time forecasting and stakeholder reporting.

2009 — Present

Railway Track and Alignment Designer

Track alignment and permanent way design for major Italian rail clients including RFI (Italian Raiways Network), North-Milan Railways, EAV (Volturno Independent Authority), South-East Railways, Venetian Infrastructures and port authorities. Projects span high-speed lines, metro extensions, tram networks, station upgrades and logistics platforms.

What I Do

  • Permanent way design across all project phases — from initial site survey with cartographic mapping (referenced to local or absolute coordinate systems) through preliminary, definitive, executive and construction design
  • Horizontal and vertical alignment design of the track, both on tangent and curved sections, referenced to fixed points in absolute topographic coordinates
  • Preparation and assessment of permanent way bill of quantities, cost estimates and material requirements
  • Preparation of permanent way maintenance plans
  • Preparation of quality plans for trackwork
  • Correction of curves alignment on a relative basis using the Hallade method
  • Compliance analysis of railway infrastructure Technical Specifications for Interoperability (TSIs) for the conventional rail system
  • Speed upgrade analysis of railway lines
  • Feasibility study for new railway lines and stations
  • Project Management in railway infrastructure projects
  • Risk Evaluation and Assessment in accordance with the Common Safety Method (CSM) under Regulation (EU) No 402/2013
